Biography: 

Dr. Imanov Kamran Sultan has been guiding Copyright Agency of the Republic of Azerbaijan for many years. Author of more than 220 books, scientific articles and publications on copyright and other intellectual property rights, electronic commerce, protection of cultural heritage, and theory of decision-making, also works named “Management of Intellectual Property Rights on Digital Net”, and “Information Technologies –Intellectual Property”.
He is an international expert on intellectual property rights. He has made more than 60 presentations as a lecturer at the international, regional and national conference and workshops within last 3 years, also has made a presentation and given information about “Copyright in Azerbaijan: Possibilities and Perspectives” during the Plenary Session of  WIPO Second Global Symposium of Intellectual Property Authorities held in September of 2010.
He is the professor of the Academy of Public Administration under the President of the Republic of Azerbaijan and Azerbaijan University of Architecture and Construction.
He has been leading to the process of preparation of more than 40 normative legal acts drafts on protection and enforcement of copyright and related rights, protection of non-material cultural heritage, protection of databases, management of digital rights and electronic commerce regarding formation of  IP system in Azerbaijan, including draft Laws “On Copyright and Related Rights”, “On Legal Protection of Azerbaijani Folklore Expressions”, “On Legal Protection of Topologies of Integrated Circuits”, “On Legal Protection of Databases”, “On Protection of Rights of Broadcasting Organizations on Digital Net”, “On Enforcement of Intellectual Property Rights and Fight Against Piracy”.
