Biography: 

Cecil McCain is the Director, Post and Telecommunications in the Ministry of Science, Technology, Energy and Mining in Jamaica. In that position, he provides technical and policy advice to the Government of Jamaica on telecommunications, postal services and ICT related matters. His responsibility includes the administration of the licencing regime for telecommunications services. He has over 18 years of experience in coordinating and monitoring the implementation of Technology and ICT related projects beginning with his employment as a Research Officer at the Scientific Research Council in Jamaica in the mid 1990s.  

Mr McCain is currently a member of the Board of the Universal Access Fund Company Limited which provides funding for projects whichfacilitatethe achievement of universal telecommunication services in Jamaica. He is also a member of the Advisory Committee of the Telecommunications Policy and Management (TPM) Programme of the Mona School of Business at the University of the West Indies.The TPM Programme, provides opportunities for research and taught courses at the Certificate, Undergraduate, Masters and Doctoral levels.  

Mr McCain is a member of the Multistakeholder Advisory Group (MAG) of the IGF.
