  *Mr. Rodney Taylor’s* objective is to support the socio-economic development of the Caribbean region through the innovative use of ICTs. He has a Bachelors degree in Business Administration from Andrews University, USA and a Master of Science degree in Management and Information Systems from the Institute for Development Policy and Management, University of Manchester, UK. Mr. Taylor’s professional experience includes management of information systems in the Ministry of Foreign Affairs, Barbados; development of ICT strategy for the Ministry, its Missions, Embassies and Consulates; establishment of information networks for the Joint ACP-EU Parliamentary assembly and international meetings hosted by the Government of Barbados. He has participated in various fora and workshops on Internet Governance, Caribbean Internet, e-government and Cyber security. Mr. Taylor is an expert advisor on Internet Governance and has published research on e-Commerce diffusion in the Journal of Information Systems for Developing Countries. His position is that of Business Development and Operations Manager.
