Souter - David
David Souter is founder and managing director of ICT Development Associates, which brings together independent expertise in ICTs, internet and development issues to work on research and policy projects for international organizations, governments, the private sector and civil society. He is also Visiting Professor of Communications Management at the University of Strathclyde, Scotland, and Visiting Senior Fellow in Media and Communications in the London School of Economics and Political Science. He is an associate of the International Institute for Sustainable Development. From 1995 to 2003 he was chief executive of the Commonwealth Telecommunications Organisation. David works extensively on internet governance and public policy issues. He is the author of studies on WSIS; mapping of Internet governance; use of mobile telephony and the Internet in developing countries; and many other ICT and Internet-related issues. Recent work has included a review, for the Association for Progressive Communications, of perceptions of the Internet in mainstream human rights and freedom of expression agencies.
